Official: Keystone XL ruling could face delays due to government shutdown

President Barack Obama's decision on TransCanada's Keystone XL pipeline could be delayed because of the federal government shutdown, a State Department official said. The department earlier expected to release a final environmental review of the project in mid-October. "We cannot make any predictions on the timing -- we haven't before and can't now," the official said.
