FEMA to open Gulf work bids to disadvantaged firms

FEMA says several major reconstruction contracts for the Gulf Coast region have been reserved for small, disadvantaged businesses that will be selected through a bidding process. The agency was sharply criticized for awarding no-bid contracts to large corporations including Shaw Group Inc. and Bechtel Corp. in the days after Hurricane Katrina, and this week's action will open the doors for small firms run by minorities, women and others considered "disadvantaged" to get a part of the work.
