Only strict development restrictions might save Puget Sound

After a $100 million government cleanup, stormwater runoff is still killing eelgrass in Bainbridge Island's Eagle Harbor, putting the Puget Sound in danger. To stop the stormwater runoff, development codes would need to be changed so that trees and bushes would soak up the water, green roofs would need to be outfitted to catch rain and some pollutants would need to be banned.
