Pay-for-performance ratings system has some obstacles

Efforts to launch pay-for-performance policies are moving ahead as more groups work to develop a ratings system for medical providers. Among the challenges, however, is the concern that providers who care for end-of-life cases or people who are chronically ill could wind up penalized and with lower ratings.
