Consultant talks about inequities in San Diego's disability designations

Jaime Hernandez was hired as an outside consultant by the San Diego Unified School District to determine why minority students and English-language learners were being designated more often as disabled. The inequities often begin with the initial referral to special education, says Hernandez. "One of the things that we focus on is addressing inequities through improving the referral and identification process, and in turn, that improves it for all kids."
