N.C. county ordinance on animal abuse moves forward for second vote

An animal-control ordinance in Guilford County, N.C., that would mandate heavier penalties for breeders who abuse animals will move forward for final approval after making it through an initial vote last week. Revisions are being made to the proposal before it appears for a final vote among the county's Board of Commissioners.
