Obama's jobs council calls for tax breaks to help startups

U.S. President Barack Obama's Council on Jobs and Competitiveness will propose tax incentives and streamlined regulations to encourage startup businesses. The council will ask Congress to eliminate all income taxes on investments of $25 million or less in privately held companies, as long as the investment is held for at least five years.
