California is building the nation's largest state-run health insurance exchange, spending $94 million to help reach the uninsured, while the federal government has kicked in $910 million. State officials say the results have been encouraging, with 16,000 applications completed in the first five days and an additional 27,000 under way. "We are going very strong," said Peter Lee, executive director of Covered California.
