Arkansas region wants to delay EPA's phosphorus rule

Regional officials from northwest Arkansas are seeking to delay a Environmental Protection Agency regulation that would impose a more stringent standard for phosphorus discharges. Officials say the agency should wait until two studies are completed, and they also cited the costs of modifying the six wastewater-treatment plants in the area.
