Proposals call for California canal to run underground

Three designs for a proposed peripheral canal in California involve extensive underground tunnels. Officials say allowing the 49-mile canal to pass underground is a more environmentally friendly way to collect water. One of the proposals would require a a 27-foot diameter pipe. At this point, the project is estimated to cost up to $53.8 billion.
