Study: Philadelphia needs commitment to green economy

Philadelphia needs to display a deeper commitment to environmental policy to capitalize on the "green" economy, according to a recent study. The city has lost 400,000 manufacturing jobs over the past 40 years but wants to reconfigure for green business. The report recommended training workers who have "the ability and willingness to learn new skills and technology."
