Unions push for card-check bill as elections decline

The card-check method is the preferred way to organize a union, according to statistics from the National Labor Relations Board. The board found that union elections in the U.S. declined 16% in the year ended Sept. 30. Under current laws, unions may organize without an election if enough workers check a box on a card, if the company approves of the process. Unions support the Employee Free Choice Act, which would allow the card-check system without an employer's permission.
