Cloudy tax picture keeps a lid on business spending

This is normally the time of year when business owners get serious about year-end tax planning, but accountants say it's harder than ever this year because of political uncertainties. Without knowing the status of exemptions, tax brackets and so forth, business owners say they have to be more cautious than usual -- undercutting the intent of the Small Business Jobs Act and similar measures designed to spur business spending.
