Ruling on endangered species could stall construction in flood plains

A recent opinion by the National Marine Fisheries Service could influence construction on U.S. flood plains. The service stated that development along rivers flowing from the Cascade Mountains to Washington state's Puget Sound puts endangered salmon, steelhead and killer whales at risk. NMFS has also recommended a temporary moratorium on building in flood plains surrounding Puget Sound.
