The Environmental Protection Agency has publicly unsealed a 2007 report that recommended the regulation of greenhouse-gas emissions from automobiles because they endangered public health and welfare. "This draft finding demonstrates that in 2007 the science was as clear as it is today," said an EPA spokeswoman, adding that "the conclusions reached then by EPA scientists should have been made public and should have been considered."
