Proposal would allow quick restart of stalled projects

Developers could quickly restart work on construction sites when New York's real estate market rebounds under a proposal before the City Council. The council is expected to vote on the proposal this week. If passed, it would allow developers to renew building permits for sites where work had been postponed for up to four years after the permits expired. Officials also say the legislation will require improved site maintenance while a project is halted.
