U.K. survey shows rise in business confidence

The latest Bellwether Survey covering Q3 2009 shows a slower rate of budget cutting among U.K. marketers than in the previous quarter. More companies are reducing marketing spending compared to those which report spending more, but the number of companies reporting a decline in marketing spending is the smallest in a year.
