Customer complaints rise sharply in August, DOT says

New data from the Department of Transportation show that customer complaints rose 35% in August from year-ago levels. Observers say the complaints have increased in part because airlines have added flights. The DOT also noted that airlines' on-time rates improved in August. Meanwhile, new DOT rules require carriers to pay fines of up to $27,500 per passenger for any loaded flight delayed on a runway for more than three hours.
