Group urges Congress to let states put elderly poor in managed care

America's Health Insurance Plans is asking Congress to let states remove the elderly poor from Medicaid and Medicare and put them into managed health care plans, which it says could save the U.S. as much as $125 billion over 10 years. Under the proposal, insurers would receive a per-person fee to provide services for the elderly poor in managed-care plans.
