SEC proposes requiring derivatives sellers to register

The Securities and Exchange Commission has proposed new rules that would require registration of many major banks and other sellers of derivatives. The SEC now supervises credit default swaps and other "security-based" swaps as mandated under the Dodd-Frank Act. The agency also proposed restrictions on the ability of banks to engage in proprietary trading.
