Health insurance marketplace outreach varies by state

States that have formed their own exchanges have better funding for outreach and more navigators to help the uninsured get coverage, although even state-based marketplaces such as Maryland's may be hampered by technical issues. "The states that are operating their own exchanges just have a lot more funding available to do outreach and enrollment. The federal government just had limited funding left to do that, and it was spread across a large number of states," said Caroline Pearson of Avalere Health.
