Suburban schools finding transfers impractical

Many suburban schools in the Philadelphia area say they will not accept students from other districts' lower-performing schools because of space limitations and low class-size goals. Ridley School District Superintendent Nicholas Ignatuk Jr. said the taxpayers who have funded the schools should alone be entitled to use them.
