Minnesota struggles to repair roads amid soaring construction costs

An increase in construction costs is making it more difficult for Minnesota to maintain its roads. In Ottertail County, funding for road projects is expected to increase 15% over 10 years, but the cost of repairing the roads has climbed 114% in the past three years. Officials said the county will spend most of its funds patching roads instead of replacing surfaces.
