Duncan: California decision on teacher evaluations is a "victory"

Education Secretary Arne Duncan says California lawmakers' decision to allow student test scores to be linked to teacher evaluations is "a victory for children." Gov. Arnold Schwarzenegger signed the bill this week, making California eligible for $4.35 billion in federal Race to the Top funds.
