DOT eyes wider enforcement of tarmac-delay rule

With only one U.S. commercial flight delayed on the tarmac for more than three hours in August, the Transportation Department says its new regulation is working as planned -- an indication, perhaps, that the rule could be expanded to smaller airports and foreign carriers. Airlines, however, believe that extending the rule will cause a spike in cancellations.
