Duncan, teachers unions plan summit

Education Secretary Arne Duncan, the National Education Association and the American Federation of Teachers unveiled plans Thursday for a national conference early in 2011 on how unions and school districts can collaborate on reform. The conference will focus on "progressive" contracts for educators that provide incentives and peer-review programs and have the ultimate goal of helping students, Duncan said.
