The shutdown has halted the flow of financing through the Export-Import Bank and with it, the flow of trade. Added to that, federal furloughs mean fewer workers as otherwise busy ports. "It's really been bogged down," said Aaron Ellis, a spokesman for the American Association of Port Authorities. Lisa Goldenberg, president of Delaware Steel Company of Pennsylvania, said the shutdown means steel shipments are stalled in port. "It's mass confusion," she said.
