HHS report doesn't include extensive proposals to curb Rx drug abuse

Wide-ranging proposals are missing from an HHS report on prescription drug abuse, Edward C. Lawrence writes. The report is disappointing because it is primarily a listing of federal and state agencies' efforts to address the problem, he writes. The agency needs more global thinking as to how to make the most of pharmacy benefit manager tools to fight the abuse of prescription pain drugs, he writes.
