New Conn. condo laws protect owners

Property managers in Connecticut are now required to register with the state, participate in educational classes and become subject to consumer-protection officials if they violate state condo laws, George Gombossy writes. Richard Maloney, director of the consumer-protection department's trade practices division, said the new laws should help "increase the competency" of property managers.
