Federal standards for teachers put principals in tough spot

Many schools are having difficulty complying with a new federal law mandating all schools to employ "highly qualified" teachers by 2006. Principals in struggling schools often have ignored a rule that requires them to tell parents if their children's teachers are not highly qualified.
