Western commercial shale development likely years away

Commercial oil-shale development on federal lands in Colorado, Utah and Wyoming likely will not happen for several years because of a lengthy procedural timeline, according to officials. Final regulations for commercial leasing could be up to 10 years away, with leasing beginning around the end of the next decade, said Terry O'Conner with Shell Unconventional Oil.
