Experts: Performance standards can improve Clean Air Act

The Environmental Protection Agency should enforce the New Source Performance Standards under the Clean Air Act to regulate greenhouse-gas emissions, Duke University researchers suggested. The provision curtails legal actions, applies both to old and new facilities and can help the agency incorporate some of the ideas from the climate bill, they argue. Setting performance standards could also lead to partnership between the government and industry groups through employment of technologies that would reduce carbon dioxide emissions, the experts noted.
