U.S. mortgages rates continue to decline to record lows

The average mortgage rate on a 30-year fixed loan in the U.S. dropped to 4.19% this week, down from 4.27% last week, according to Freddie Mac. The average rate on a 15-year mortgage slid from 3.72% to 3.62%. The ongoing decline has done little to bolster property demand, but it has spurred refinancing.
