How to set goals for a pay-for-performance program

Employees are best motivated with a pay-for-performance strategy. Employers need to be careful not to assign an employee too many goals on which he or she will be rated because it will dilute the employee's performance. At most, there should be three categories of goals on which an employee is rated and no more than five goals total.
