His vision includes replacing public housing with mixed-income housing that includes ownership options and a program that helps low-income residents pay utilities. "There is an understanding here that institutions cannot succeed if the neighborhoods are collapsing," said Ted L. Howard, executive director of the Democracy Collaborative economic development group.
