U.S. debt deal still up in the air as talks falter

Prospects for a quick U.S. debt deal crumbled Tuesday as senators paused their talks while more problematic negotiations in the House of Representatives ground on with no clear resolution in sight. Meanwhile, ratings agency Fitch placed the U.S. on rating watch negative as the debt-ceiling debate continues toward the default deadline.
