Pennsylvania lawmakers consider banning teacher strikes

Legislators may be closer to banning strikes as proponents are linking the issue to rising property taxes. A new bill would fine teachers two days of pay for each day spent out on strike, and other measures would seek to change the state's constitution to ban strikes outright. Union leaders say striking is sometimes the only leverage teachers have.
