Barney Frank, D-Mass., or including such protections -- and risking losing the vote -- to see where lawmakers stand, as espoused by out U.S. Rep. Tammy Baldwin, D-Wis. "A Buddhist proverb says when the student is ready, the teacher will appear," Price writes. "More than ever, Congress is signaling it's ready. The challenge for everyone in the GLBT community is to appear."
