President authorizes $13B plan for passenger rail

President Bush signed legislation to give passenger rail $13 billion over five years, which could nearly double funding for Amtrak. The bill also requires repairs to the Northeast Corridor by 2018, and mandates Amtrak stations be accessible to disabled patrons. The last time Congress passed an authorization bill for Amtrak was more than a decade ago in 1997.
