Administrator admits EPA "falling short" on punishing water polluters

The head of the Environmental Protection Agency assured the House Committee on Transportation and Infrastructure Thursday that the EPA will put forth a better effort to keep the nation's drinking water clean. "The time is long overdue for EPA to re-examine its approach to Clean Water Act enforcement," said EPA Administrator Lisa Jackson.
