N.Y. program brings in $4M in back taxes owed

New York state has recouped $4 million in back taxes after it launched a program that would revoke driver's licenses of those with unpaid tax bills. An estimated $26 million is owed, state officials said. The program, which debuted in August, is set to end in mid-November. Some 46 states have used various programs to recover back taxes.
