Problems involving online health care exchanges set up under the Affordable Care Act are "the tip of the iceberg" when it comes to government IT troubles, former Navy officer Sean Gallagher writes. The lengthy approval process for new technology means that most of the government uses outdated systems, Gallagher writes, citing the fact that as of 2012, the Drug Enforcement Administration was still using Windows Server 2003 as its standard server platform.
