Santa Barbara is latest Calif. city to ban plastic bags

The Santa Barbara, Calif., City Council has banned single-use plastic bags at retailers, including grocers. Stores must charge 10 cents per paper bag. Large retailers have 180 days from the effective date to comply, while smaller stores get a year.
