COOL might cost a cool $3.9B

An "economic impact assessment" from the USDA finds the country-of-origin labeling law could cost producers, retailers and processors as much as $3.9 billion in the first year. The law is set to go into effect September 2004, although the labeling of beef and pork products may be pushed back another year.
