Engineers criticize Colorado infrastructure; state speaks out

A civil engineering survey says the state needs to work on its roads and other transportation services as well as its utility infrastructure. The state publicly disagreed with the group's 'D-plus' rating for Colorado roads, saying a lot of money and time have been spent on major projects and progress has been made.
