Developers present plans to transform Manhattan rail yards

Five developers submitted separate plans this week to bring a small city of residential and commercial towers to the West Side rail yards in Manhattan. Four of the plans call for concrete and steel platforms over the rail yards. A fifth plan, from Extell Development Co., would use suspension bridge technology to span the two 13-acre yards.
