Refund fraud possible without IRS safeguards

The Internal Revenue Service does not have safeguards in place to make sure refunds paid by direct deposit go to the right account, according to a report by the Treasury Inspector General for Tax Administration. That increases the chances for refund fraud, according to the report, which was released Thursday.
