Policy expert says Medicare payment reform must keep fee-for-service

Medicare payment reform should include some type of fee-for-service element so physicians have an accounting system for dividing risk-adjusted capitation payments, says Len Nichols, director of the Center for Health Policy Research and Ethics at George Mason University. He says getting rid of fee-for-service means dropping codes physicians need to analyze their billing practices.
