Tentative deal struck on terrorism insurance

A compromise between the parties has allowed the bill, which would make the government the insurer of "last resort" for damages up to $100 billion, to advance to a full House-Senate conference committee review. Officials say they think they will have enough votes to send it on for a final vote, most likely after the November elections.
