Ohio finds fair fix to funding formula elusive

In Ohio, a task force appointed last year by Gov. Bob Taft is expected to issue a plan, possibly as early as next month, to overhaul the state's school financing system. One critic, however, has described the funding formula system, heavily dependent on property taxes, as "archaic, undemocratic and ultimately unfixable."
